<div>1. Editorial: Affiliate Organizations<br>
</div>
<div>On the very last day of the year 2009, an important modification
in the ICMI Terms of Reference was approved by the ICMI and IMU
Executive Committees. It allowed the formal incorporation into ICMI of
multinational associations with an interest in mathematics education
(in general, and with regional perspective):</div>
<div>ICMI may approve, through its Executive Committee, the
affiliation to ICMI of multi-national organizations that operate in
ways consistent with its aims and values. ICMI and the Affiliate
Organizations are independent, financially and otherwise. Affiliate
Organizations shall produce quadrennial reports to be presented at the
General Assembly of ICMI, and a brief annual report on their
activities for the ICMI Bulletin. Affiliation may be terminated by
decision of the ICMI Executive Committee, or by request of the
Affiliate Organization.<br>

Until that moment such organisations could participate only as
"Affiliated Study Groups", that is, groups devoted to a specific
field of interest in mathematics education, as HPM, PME,Š<br>
<br>
Since this modification was made, the following organizations have
been affiliated to ICMI: the Comité Interamericano de Educación
Matemática CIAEM (Interamerican Committee of Mathematics Education
IACME), the European Society for Research in Mathematics Education
ERME, and, more recently, the International Commission for the Study
and Improvement of Mathematics Teaching CIEAEM. Other multinational
and regional organizations are expected to affiliate in the
future.<br>
<br>
CIAEM, the first group to step forward (http://www.ciaem-iacme.org),
is the main multinational organization in mathematics education in
Latin America. Its history goes back to 1961, when it was founded
under the influence of Marshall Stone who by then was president of
ICMI. There had always existed?although with variable in intensity
through the years?an important connection between CIAEM and ICMI.
During this long history, that will reach 50 years in XIII the
Inter-American Conference of Mathematical Education (Recife, Brazil,
26-30 of June 2011), CIAEM-IACME has pursued the building of bridges
between mathematics educators of the Americas, promoting research,
advancing scientific quality and strengthening educational experiences
and the mathematics education professional community within this
region of the world.<br>
<br>
ERME was founded 1999, in Osnabrueck, Germany
(http://www.erme.unito.it), after a decision taken in 1997 by 16
European countries gathered in this same city. This society "fosters
and supports cooperative activities on common themes, topics and
interests, aimed at: finding out what research is going on in
different places in Europe which might benefit from wider
investigation; going beyond local contexts to enhance knowledge and
understanding in scientific areas; bringing together and drawing on
expertise in related areas to broaden scientific knowledge; and
identifying key areas of scientific interest or concern which should
be a major focus for collaborative research on a wider scale". ERME
will have its Seventh Congress of the European Society for Research in
Mathematics Education, in Rzeszów, Poland: 9th to 13th February
2011.</div>

CIEAEM (http://www.cieaem.net), founded in 1950, aims to investigate,
especially through conferences, the actual conditions and the
possibilities for the development of mathematics education in order to
improve the quality of teaching mathematics. The conferences are
"characterized by exchange and discussion of the research work and its
realization in practice and by the dialogue between researchers and
educators in all domains of practice".</div>
<div><br>
How important are these formal links? By becoming affiliated to ICMI,
on-going collaborative activities between ICMI and these groups (in
different degrees and with different characteristics), now will
especially be strengthened in many ways. For these organizations it is
not only a matter of complying with the formal commitments, which are
very few: there are new real possibilities for closer relation to ICMI
projects and activities, and to new organizations that are connected
to ICMI, and thus linked to the international and multinational
mathematics education community in very rich ways.<br>
<br>
The historical relevance of all this resides on several planes: first,
the benefit of affiliation to ICMI of groups (individuals and
collection of activities) informally linked in many ways to it and the
promise to expand this trend. But also, and this is the key plane:
this provides a dose of special organizational flexibility to ICMI.
Both planes converge. Looking ahead, ICMI, without undermining its
scientific perspective and path as the reference point in
international mathematics education (associated with the IMU), needs
to face the challenge of further expansion of its scientific and
professional discipline in a world that, intensely and increasingly
globalized, promotes the emergence of multinational, diverse and local
regional players. Globalization, diversity and individualization are
key vectors at this time. The three conditions reinforce the needs
towards inclusiveness and organizational flexibility and dynamism. And
that certainly affects the attitude (and possibilities) towards the
"outside world" (groups, international organisms, institutions and
individuals) ICMI is to adopt, as well as the traditional rules on the
functioning of its organizational structure.<br>

<div>2. ICMI Announcement: Affiliate organizations<br>
<br>
It is with great pleasure that ICMI announces that the European
Society for Research in Mathematics Education (ERME) and the
International Commission for the Study and Improvement of Mathematics
Teaching (CIEAEM) have joined CIAEM to become Affiliate Members of
ICMI. We welcome the opportunity for collaboration on matters of
mutual interest.<br>
</div>
<div>The possibility for regional organisations with parallel aims in
mathematics education to become affiliated to ICMI was decided by the
last Executive and formalised in a recent modification of ICMI's
Terms of Reference. We are delighted that three such organisations
have agreed to this collaborative status, and look forward to widening
the network in this formal way.<br>

<div>3. ICMI elections: TRIPLE CALL FOR NOMINATIONS<br>
</div>
<div>For the second time in its history the election of the Executive
Committee of the<i> International Commission on Mathematical
Instruction</i> (ICMI) will take place during the General Assembly of
ICMI. The purpose of this message is to launch a TRIPLE CALL FOR
NOMINATIONS resulting from the election procedures in place for ICMI.
Due to some delays of which I assume full responsability, the
deadlines for the various nominations have been modified. Please
see details below.</div>

<div>The next ICMI General Assembly will be held in July 2012 in
Seoul, South Korea, on the occasion of the 12th International Congress
on Mathematical Education (ICME-12). This General Assembly will
elect the<b> 2013-2016 Executive Committee of ICMI</b>.</div>
<div><br>
This Call for nominations is being sent to IMU/ICMI member countries
Adhering Organization (AO), Committee for Mathematics and ICMI
Representative (when applicable). However nominations should be
submitted by the Adhering Organization and sent to the
Secretary-General of ICMI.</div>

COMMITTEE</b></div>
<div><b>DEADLINE: MARCH 25, 2011</b></div>

Please follow the following guidelines:</div>
<div>-- Each AO may submit one name to be a Member of the ICMI
Nominating Committee. This person should have significant
knowledge and experience of ICMI affairs, cannot work in the same
country as the President of IMU and the President of ICMI --- namely
United States and New Zealand ---, and cannot be a current member of
the ICMI Executive Committee. (This person also cannot work in
the same country as the Chair of the Nominating Committee and the
person chosen by the IMU EC, but this restriction will be applied at a
later stage, as these two members of the Nominating Committee are at
this moment unknown.)</div>
<div>-- All submissions should be sent via e-mail, post or fax
to the Secretary-General of ICMI (see data below). All e-mail
submissions must be sent from the official e-mail address of the
AO.</div>
<div>-- The deadline for reception of nominations, from which a
random selection will be made, is MARCH 25, 2011.</div>
<div>-- The nomination must be accompanied by the proposed
candidate's declaration of willingness to serve.</div>

<div>5. The Teacher Development Continuum in the United States and
China</div>
<div><b><br></b></div>
<div><b>Summary of a Workshop (2010)</b></div>
<div>Held in Newport Beach, California, on July 31-August 2, 2009,
the workshop brought together about 40 mathematics educators,
mathematicians, education researchers, and other mathematics education
specialists from the two countries. There were participants from
three regions of China - Beijing, Shanghai, and Jiangsu Province
(north of Shanghai), as well as several Chinese scholars who now work
in the United States. These experts on mathematics education discussed
professional development methods and techniques commonly used in their
countries. The workshop summary report features invited
presentations and discussions that focus on the teacher development
process used in the U.S. and China, and how the professional
lives of teachers are structured to receive ongoing professional
development. </div>
